The primary purpose of this post is to review, analyze and develop SC processes reporting and follow-up through giving support to the current staff through collection and reporting of information and data pertaining to procurement processes to support management decision
Minimum Qualifications & Experien
·B.Sc. in statistics or related field.
·At least 3 years of experience in research and data analysis.
·Minimum 4 years' experience in related fields.
·Must have: Military Service release.
·Writes complex bid specifications and instructions in accordance with existing statutory guidelines for formal and informal bids and proposals; conducts pre-bid conferences; evaluates and analyzes responses to proposals and bids for responsiveness, prices, terms, conditions, and adherence to specifications; recommends selection of vendors; oversees warehouse operations (central stores);
·Prepares relevant purchasing reports to present information to appropriate committees of governing board; presents bid results to Cary Town Council;
·Supervises purchase order processing as to proper selection of vendors and best prices; assists with daily questions and problem solving; investigates and implements areas for improvement; assists with data entry and processing of purchase orders as needed;
·Supervises mail functions; oversees inventory charges for postage expenses, and balances postage accounts monthly;
·Manages and maintains fixed asset inventory; compiles annual annexation acceptance for valuation of water and sewer lines; prepares reports for annual financial audit;
·Analyzes and reviews payment requests to ensure accuracy of information; determines if valid and information complete prior to approval of payment processing;
·Coordinates transfer of supplies or equipment between departments; determines status of equipment as surplus, obsolete, or unusable; coordinates the sale of surplus materials with North Carolina State Surplus Property Agency;
·Evaluates invoice information to identify discrepancies and needs for corrective action; suggests and implements appropriate measures to resolve discrepancies;
·Assists all departments with purchasing activities;
·Revises purchasing forms and reports as needed;
·Assists the Purchasing Manager in division budget preparation;
·Coordinates Town purchasing needs with the state Purchasing and Contract Division and other cooperative agreements;
·Prepares correspondence and related communications concerning over-shipments, delivery shortages, and unauthorized substitutes; negotiates with vendors in resolving disputes concerning quantity and quality of items or equipment purchased;
·Develops standard costs for the Town budget preparation;
·Obtains vendor, product, and price information by meeting with vendors, conducting on-site visits to vendor facilities, and touring vendor manufacturing plants to enhance product knowledge and to gain information for preparing bid specifications;
·Participates in the revision and development of division procedures;
·Provides technical training on purchasing guidelines, policies, procedures, statutes, and purchasing system software for new employees and all departments;
·Develops complex queries to produce purchasing and warehouse statistics not available through standard purchasing software;
·Supervises contracted couriers; structures courier routes to maximize departmental visits with banking needs;
·Performs other job-related tasks as required
